Abstract: The purpose of this project is to facilitate the collection of quality review and encounter data to enhance strategic planning decisions and overall program improvement. Maryland will develop a curriculum, which will provide education and training to managed care organizations (MCOs), and their providers. The training will focus on how to satisfy encounter data and medical record documentation to produce more accurate reporting for quality (such as HEDIS and EQRO) and rate setting projects. The curriculum development process will include: 1. A collaborative process with MCOs and their providers 2. Identification of reporting portals 3. Identification of reporting challenges 4. Creation of an action plan template. Expected Outcome(s)/Product(s): The first product of this project will be a training and education program for MCOs and their providers. The second product will be a final report that includes recommendations for working with the plans and providers to produce more accurate data for quality improvement and rate setting projects. The report will also outline Maryland's process for working collaboratively with providers and plans to reduce administrative burdens.
