Abstract: In looking at the number of Title X users between 1995 and 1999, the number of users served has dropped each year since 1997 in every state in the Region and the number of users served with incomes less than or equal to 150 percent of poverty has also declined at least since 1997 in most states in the Region. In response to this, secondary data from the RNDMU Project as well as additional secondary data from Planned Parenthood, community health centers, other health department services and the Behavior Risk Factor Survey will be used to assess whether these clients are receiving services elsewhere or are not receiving services at all.
