Abstract: This project is intended to describe the status of employer-based health coverage in the long-term care industry. As labor shortages have become more acute in this field, policymakers have looked for ways to make employment in nursing facilities more attractive to potential workers. One option being explored is ways to make health care benefits more available to workers in this area. This study examines the state of coverage for low-wage workers working in long-term care facilities. In the study, we surveyed a random sample of approximately 800 of the universe of 3,000 long-term care employers in Minnesota, collecting basic information about the firms, offerings of health coverage, and employer/employee cost-sharing. This information is being used to provide a descriptive analysis of the offer rates, take up rates, and cost-sharing in employer-sponsored coverage provided by long-term care facilities. The sample was stratified by home-based or institutional-based settings, and also by urban/rural designation. The study is being conducted under authority from the Minnesota legislature, and is intended to provide baseline information for the development of policies to encourage the provisions of health care benefits by employers who are long-term care facilities.
