Abstract: The Commonwealth Fund in New York sponsors the national ABCD II initiative which includes technical assistance, evaluation and documentation of overall program learning by the National Academy for State Health Policy. Grants are made to state Medicaid agencies because of the importance of their involvement and to leverage a Medicaid match. Illinois is one of five ABCD II states. In Illinois, the ABCD II program is called Healthy Beginnings. The project goals are 1) to create models of service delivery and financing that promote good quality services, supporting children's healthy mental development for Medicaid eligible children, birth to age three, especially those with less intense needs: those who need only preventive care and those who identified as "at risk" or in need of low-level intervention, and 2) to develop policies and programs that assure that health plans, pediatric providers serving these children and their parents have the knowledge and skills needed to furnish health care in a manner that supports a young child's healthy mental development. The project objectives of Healthy Beginnings include: 1) Refine and communicate current Medicaid policy and implement new policy related to children's healthy mental development; 2) Increase awareness of parents about their children's developmental and social-emotional health; 3) Evaluate the project's activities to inform future statewide policy and practice changes in Illinois and other states; 4) Pilot enhanced service delivery practices in primary care settings to enhance provision of developmental, social-emotional and maternal depression screenings at well-child visits; 5) Provide training and information to primary care providers; 6) Expand access to training and resources on perinatal and early childhood mental health issues through institutionalization of resources at hospitals, training programs and provider associations; and 7) Identify and expand resources for assessment and referral.
