Abstract: 1. I will participate in a kick-off group meeting with the leaders of the Foundation's various programs for me to be introduced, discuss the group's thoughts about evaluation of public and foundation programs generally, and then thoughts about the appropriate/needed role of evaluation for the Foundation's activities specifically. The goal of the meeting is to arrive at group agreement (a) that evaluation has a role for the Foundation, (b) that each of the Foundation's programs will update their evaluation plans and begin to implement them this year, and (c) on the outlines of a process by which evaluation planning and activities will move forward this year (2014-15). 2. Through a series of one-on-one and small group meetings, I will help each program within the Foundation individually think through its evaluation needs, evaluation customers, and general types of outcomes and measures that might be followed through an evaluation. Specifically, I will help each program (1) list current and recent formal and informal evaluation activities, evaluation reports, and data; (2) identify the boards/legislators/sponsors/users/critics and other program "customers" for whom evaluation data are required or would be helpful; and (3) identify the desired, easy, and also more involved evaluation approaches and process and outcome measures that each program wants to follow for internal and external evaluation purposes. 3. I will assist the Foundation as it plans an implementation order, timeline, and steps for its evaluation activities overall and also for its first year--e.g., whether to begin evaluation activities in the first year with "low hanging fruit" measures and approaches for each program and/or to initiate more formal evaluation activities for one or two programs in the first year. 4. I will periodically meet with the Foundation director to review progress and next steps with the Foundation's stimulated evaluation activities. 5. I will construct a brief overview document presenting the Foundation's evaluation plans and activities for 2014-15.
