Abstract: The project's objectives are to develop and test access measures appropriate for Medicare beneficiaries in the managed-care program and to generate baseline information on the access to care of these beneficiaries. The project entails development and fielding of a survey on access to care of Medicare beneficiaries who are enrolled in or disenrolled from a risk-contracting plan. A telephone interview survey of risk-contract plan enrollees, disenrollees, and plan switchers will be fielded in the summer of 1996. Among the topics included on the survey instrument are beneficiaries' reasons for enrollment and disenrollment, satisfaction with the managed-care plan and with health care received, subjective assessments of access to care, and care received by beneficiaries with specific conditions. Two reports on the project will be published by the Physician Payment Review Commission in the fall of 1996. The first will focus on the survey's results and methodology. The second report will analyze lessons learned on access measurement and sampling issues.
