Abstract: This research will develop a test that will provide a new approach to assessing the influences of environmental interventions on the nature and extent of participation by individuals with mobility disabilities. Using the ICIDH, and its draft revision (ICIDH2), the study will assess secondary conditions defined as changes at impairment, disability, and participation levels of disablement or enablement processes. Researchers will compare the handicap dimension of the 1980 ICIDH with the participation and environment dimensions of the proposed ICIDH2. They will also develop a measurement system to assess the influences of environment on participation. The psychometric properties of the draft measurement system will be assessed in a survey of 3,000 individuals that include people with disabilities, family members of people with disabilities, and professionals serving people with disabilities. The final product will be able to be used by people with disabilities, therapists, physicians, public health officials, health care system planners, third party reimbursement personnel, and epidemiologists working with national data bases to develop interventions for secondary conditions and establishing disability policy.
