| Abstract: | The goal of the evaluation of California HealthCare Foundation's First Things First Initiative is to improve the rate of enrollment in Medi-Cal among eligible children. A 21-month multifaceted evaluation of this initiative is being proposed that includes both process & outcome evaluation, and the use of qualitative and quantitative methods. The evaluation focuses on the implementation and effectiveness of the FTF Initiative on 2 levels: the individual coalitions funded by the Initiative, and on the Initiative as a whole. An integral part of the evaluation is the provision of ongoing evaluation technical assistance to grantees to facilitate their successful implementation of their coalitions and their Medi-Cal enrollment tracking systems. The evaluation will be conducted by the University of California, Berkeley, School of Public health, Center for Health Management Studies in collaboration with the Institute for Health Policy Studies, University of California at San Francisco. |
