| Abstract: | The California Hospital Outcomes Project (CHOP) is the result of a legislative mandate requiring the Office of Statewide Health Planning and Development (OSHPD) to study and report on risk-adjusted measures of patient outcomes in California hospitals. Reports are being developed on different medical conditions listed above. Comparing hospitals on their outcomes is difficult because different hospitals treat different types of patients. Some hospitals treat patients who are older or sicker than those at other hospitals. A technique called risk-adjustment accounts for these differences in patient characteristics. Risk factors are the patient demographic (e.g., age, gender) and clinical (e.g., diabetes, hypertension) characteristics that might influence the outcome of medical care. Outcomes are one component of health care quality. Risk-adjusted outcomes studies provide important and valuable indicators of quality. Hospitals and providers use the studies in their continuing efforts to improve the quality of care they provide. Purchaser, plans and consumers use the information in making informed decisions regarding the choice of providers of health care. OSHPD has taken on the challenge of developing outcome reports and is one of the few state organizations involved in risk-adjusted outcomes measurements. They are continually refining and improving the project to make it more relevant and useful to health care purchaser, health plans, consumers, and providers. |
