Abstract: The overall CalWORKs Project is designed to gather and disseminate information about a) the impacts of alcohol and other drugs, mental health, and domestic violence issues on Cal participants ability to become self sufficient and be) how best to identify and serve CalWORKs participants with these barriers.(CalWORKs is California's welfare reform TANF program). A research component under the direction of Daniel Chandler, PhD, is tracking 880 CalWORKs participants in two California counties over a two year period. At least 180 of these participants will have received either an alcohol and other drugs, mental health, or domestic violence service. Results from three extensive face-to-face interviews will be combined with information on welfare and employment status over the two years. The research will yield information on the prevalence of alcohol and other drugs, mental health, and domestic violence issues within the population; the extent to which these issues are identified by the CalWORKs programs in the two counties; and the impacts on employment and other outcomes of alcohol and other drugs, mental health, and domestic violence services received. Additionally, screening instruments for all three issues are being validated in the study. The results of the first round of interviews will be available in May 2000. A Six County Case Study, under the direction of Joan Meisel, PhD, is designed to describe how six counties in California have approached the issue of identifying CalWORKs participants who have alcohol and other drugs, mental health, and domestic violence barriers to employment and how they are providing services to overcome these barriers. Information is being derived from site visits; surveys of welfare staff; surveys of alcohol and other drugs, mental health, and domestic violence providers serving CalWORKs participants; surveys of CalWORKs participants receiving alcohol and other drugs, mental health, and domestic violence services. The results of the first phase of the study will be available in April 2000.
